You’re talking about all-round measurement of 33 inches right? Hmm…33 inches convert to about 83cm. I guess then the dress may be a bit tight for you since the all-round measurement is about 76cm. But then again, the smocked back is quite stretchable, so it might work.

but 38 cm x 2 convert to 29 inches only. Mine is 33′. U think can fit?
